On September 3, 2026, the Policy and Law Section, Beijing Municipal Intellectual Property Office (BIPO) organized a symposium to solicit comments on the draft Implementing Rules of the Regulations for the Protection of Layout Designs of Integrated Circuits.
The BIPO invited delegates from major integrated circuits manufacturers and law firms to solicit their feedback on the key mechanisms introduced in the draft rules. The representative of the Law and Treaty Department, China National Intellectual Property Administration (CNIPA) was also present.
Ren Linchong, Patent Counsel, Wanhuida Intellectual Property, was invited to attend the symposium. Mr. Ren offered insights on a slew of issues including rules surrounding the submission of confidential information, boundary over disclosure made in the originality declaration, cost related to the submission of optical quantum chip samples, limitation over the change of creator, obtaining of invalidation evidence, as well as renumeration of commercialized scientific and technical achievements.

The CNIPA is in the process of amending the Implementing Rules of the Regulations for the Protection of Layout Designs of Integrated Circuits to align it with the newly revised Regulations for the Protection of Layout Designs of Integrated Circuits, which will take effect on October 15, 2026.
